    Job Description

    Role purpose

    The Phytosanitary & Quality Lead is responsible for the formulation of production working practices, procedures, instructions, and guidelines that comply with the Global Flowers Phytosanitary policies and with the regulations of plant protection/certification organizations and other local and external authorities. Within its scope of work, it also includes the development of root cause of Phytosanitary problems and formulate solutions, develop and adapt production protocols to align and meet the site phytosanitary strategy of start clean and stay clean, develop and implement with local teams and process owners a local Quality Management System as a tool to maintain good tracking and ensure proper processes management, as well as, ensure proper implementation of specific requirements addressed and detected by the different audits conducted at the site.

    Key Accountabilities

    Phytosanitary Management

    • Together with Technical team and the Global Phytosanitary team establish a framework for the delivery of best management practices and clean stock programs for safe breeding, production, and chain supply activities.
    • Communicate information and knowledge concerning Syngenta policies and support the local specialists and Scouters at the breeding locations, phytosanitary laboratory, tissue culture labs and supply chain. Support the Phytosanitary Manager in the delivery of education programs throughout the organization.
    • Develop and validate effective programs and / or protocols to prevent or treat diseases and pests (preventive and corrective measures).
    • Using appropriate laboratory diagnosis, accurately diagnose phytosanitary problems and propose timely, practical, and effective solutions to limit the business risk. Activate PET when necessary.
    • Lead ad hoc project teams to solve non-conformities related to phytosanitary issues and to drive improvements.
    • Maintain up-to-date knowledge of phytosanitary issues, regulations and best practices in the industry and ensure the timely and effective communication of relevant information through the production network.
    • Monitor phytosanitary related KPI's for the region (compliance to phytosanitary standards).

    Quality Management

    • Understand Quality policy and personal contribution for the effective implementation of JMF and LV Quality Management System. Implement quality control measures to ensure the accuracy and reliability of testing procedures. Maintain detailed records and documentation to track testing protocols and results. Understand quality policy and personal contribution to the effective implementation of JMF quality management system. Measure, analyse and report quality indicators and report potential Quality Incidents to management (local and global). Keep the protocols updated in Reliance. Communicate properly any deviation to management local and global. Active participation in RCA ́s and proactively implement the agreed actions.
    • Maintain accurate records; prepare reports and other correspondence to ensure compliance with the Quality System and to support traceability. Plan and coordinate internal audits.
    • Collaborate with production and growing teams to align quality testing activities with phytosanitary, quality and production requirements. Communicate findings effectively to support decision-making processes.
    • Identify opportunities for process optimization and quality enhancement within the seed testing program. Implement best practices and innovative approaches to improve efficiency and effectiveness.
    • Coordinate processes to ensure all quality certifications and support the different department leaders to establish a training matrix.
    • Update the production protocols by crop at the GT sites.
    • Actively participate in the Crop/Season Evaluation with accurate and relevant information and findings.
    • Manage and ensure compliance with the Policy and Quality Standards on site.
    • Establish annual quality objectives for the area under responsibility.
    • Ensure the quality of all processes, both productive and administrative, from the handling of the initial material to the export of the final product.
    • Communicate the quality performance of your area to management.
    • Collaborate with Global Head Quality Flowers to implement and align all requirements with global initiatives.

    Documentation Management

    • Ensure that local teams have adequate access to their documents and regional documents if appropriate, and that they are trained on where to find them and how to use them.
    • Manage the development, update and follow-up of the site's quality documents.
    • Manage documentation by regularly reviewing and updating in accordance with the Code of Practice.
    • Train all employees in Document Management and encourage the use of the available tools.
    • Support and monitor local teams and process owners in the management of non-conformities.
    • Support in the reporting of non-conformities, prioritize and define actions.

    Audits Management

    • Support the registration of Non-Conformances (NC) in Reliance's Non-Conformance module and assigns the coordination of Non-Conformance to the person who will be responsible for completing the problem analysis.
    • Participate in the development of an action plan (the content of which will depend on the requirements of the standard). The action plan should be provided directly through the Quality Management System.
    • Provide process information to the Site Manager about the Audit Program.
    • Play an active role in the internal and external audit process.
    • Provide to the Lead Auditor with all information necessary for the audit.
    • Work with process owners on audit findings to ensure proper follow-up.
    Qualifications

    Knowledge, experience & qualifications

    • Bachelor ́s degree in Agronomy/Agriculture, Preferably, specialization in Phytopathology, Biology, Plant Physiology or similar.
    • Proven technical knowledge of diseases: symptomatology, microbiology, dissemination, and control as well as Good Laboratory Practices.
    • Proven experience and knowledge of pathogen detection methodologies, such as ELISA and PCR (End point and real time) as well as hands-on knowledge in common laboratory techniques for plant pathology and plant pests, Identification of fungi under the microscope (morphology and morphometry).
    • Strong understanding and implementation of Quality Management System standards (GGAP, QMS, among others) as well as Phyto regulatory issues/requirements related to import or export seed processes.
    • Ability to manage and conduct quality and Phyto audits, keep track of findings and follow-up on key actions implementation.
    • Demonstrated leadership qualities and ability to motivate teams, proven experience on people management.
    • Excellent analytical and problem-solving skills.
    • Effective communication and collaboration abilities.
    • Knowledge of quality management systems (e.g., ISO standards) and safety regulations.
    • Flexibility to adapt to changing priorities and work in a fast-paced environment.
    • Excellent English Communication Skills (90% Reading, Speaking and Writing): Clear and concise communication is crucial. The ability to articulate ideas, collaborate with international teams, and communicate effectively with stakeholders is essential.
    • SAP, Excel, and Microsoft Office Proficiency: Advanced skills for data analysis, reporting, and spreadsheet management is a must.
