Chemonics seeks ahealth commodity logistics specialist for the USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) oxygen (O2) activity in Guatemala. The goal of the O2 activity is to provide emergerency O2-related support to selected countries in response to COVID-19. This position entails overseeing the local third party logistics provider’s distribution of oxygen concentrators, and other O2-related consumables and durables to up to 20 facilities throughout Guatemala. The specialist may also assist in processing customs clearance documents and liase with stakeholder agencies in-country during the importation process. This activity is expected to begin immediately and run through September 2021 with an estimated level of effort (LOE) of 25 days. Responsibilities include:

  • Work with GHSC-PSM HQ to determine importation requirements for oxygen commodities to be distributed to health facilities
  • Collaborate with the selected logistics operator, USAID, and relevant ministries to complete the customs clearing process and ensure that importation requirements are met
  • Coordinate central level storage of commodities with the Ministry of Health (MOH) and USAID Mission
  • Oversee the distribution and provide regular updates to the MoH, the USAID Mission, and relevant implementing partners
  • Monitor the selected local logistics operator’s management of the distribution process to ensure timely and complete delivery, completion of subcontract deliverables, overall customer service, and effective communication with USAID, the MOH, and the selected facilities
  • Review and conduct quality control of deliverables required from the selected logistics provider
  • Other duties as assigned.

    • Qualifications

  • Bachelors’ degree (or local equivalent) in supply chain, public health, medicine, international development, social sciences or related field required. Advanced university degree is preferred
  • A minimum of five years of progressively responsible experience in health supply chain logistics
  • Experience in managing importation of health commodities, coordinating central-level storage of commodities, distributing commodities to the regional level, and collaborating with the MOH and implementing partners in the Latin America and Caribbean (LAC) region
  • Demonstrated expertise in USAID programming is preferred. Knowledge of COVID-19 and oxygen commodities is a plus
  • Ability to travel as required
  • Demonstrated leadership, versatility, and integrity
  • Fluency in Spanish is required, fluency also in English is preferred
